In compliance with the amendments to the Jammu and Kashmir (Appointment in Outstanding Sportspersons) Rules, 2022, as per S.O 412 dated 02.08.2023, and the establishment of the J&K Sports Cadre for exceptional sportspersons within the Youth Services and Sports Department, as per Government Order No. 44-JK(YSS) of 2023 dated 11-10-2023, this announcement extends the previous advertisement from the Youth Services and Sports Department, dated 17.01.2022 (No. YSS-Adm/219/2021-08-YS&S). Applications are now invited from the residents of the Union Territory of Jammu and Kashmir for the following positions:

Job Details:

1. Chief Coach

• Pay level: Level-8 (47600-151100)
• Number of Posts: 10 (for the calendar year 2021-2022)
• Cadre: UT (Gazetted)

2. Instructor

• Pay level: Level-4 (25500-81100)
• Number of Posts: 225 (for the calendar year 2014-2022)
• Cadre: UT (Non-Gazetted)

Applicants who previously applied in response to the department’s notification (No. YSS-Adm/219/2021-08-YS&S, dated 17.01.2022) need not reapply, provided they meet the eligibility criteria outlined in this advertisement.

Qualification and Eligibility Criteria:

1. Chief Coach
a) An individual who has represented India in International Games/Competitions, such as Olympic Games, Paralympics, World Cup (played once in four years), Asian Games, Commonwealth Games, International Cricket Matches (Main Indian Team), or World University Games, in any of the sports disciplines mentioned in Annexure-I to S.O. 12 dated 06.01.2022, read with Annexure-IIA to S.O 412 dated 02.08.2023.
b) A person who has secured the First, Second, or Third position in International Competitions, such as World Championship, Asian Championship, Commonwealth Championship, SAF Games, or Championship, in any of the sports disciplines mentioned in Annexure-I to S.O. 12 dated 06.01.2022, read with Annexure-IIA to S.O 412 dated 02.08.2023.

2. Instructor
a) A Sportsperson who has represented India in International Games/Competitions, including Olympic Games, Para-Olympic, World Cup (played once in four years), Asian Games, Commonwealth Games, International Cricket Matches (Main Indian Team), or World University Games, in any of the sports disciplines mentioned in Annexure-I to S.O. 12 dated 06.01.2022, read with Annexure-IIA to S.O 412 dated 02.08.2023.
b) A person who has represented India in International Competitions, such as World Championship, Asian Championship, Commonwealth Championship, SAF Games, or Championship, in any of the sports disciplines mentioned in Annexure-I to S.O. 12 dated 06.01.2022, read with Annexure-IIA to S.O 412 dated 02.08.2023.
c) A person who has secured the First, Second, or Third Position in individual or Team events in National Games or Senior National Championship, Federation Cup, or Senior Inter Zonal competitions, held under Indian Olympic Association/National Sports Federation/Association officially recognized in any of the sports disciplines mentioned in Annexure-I to S.O. 12 dated 06.01.2022, read with Annexure-IIA to S.O 412 dated 02.08.2023.

General Instructions

1. Only candidates who meet the qualification and eligibility criteria specified in the rules as notified by S.O. 12 dated 06.01.2022, read with S.O 412 dated 02.08.2023, should apply.
2. Applicants should have prior representations at the District, State/UT, and National level competitions before International competitions for appointment under these rules.
3. Candidates eligible for the quota of Calendar years 2014 to 2022 are those who secured a position or represented in any event/Game recognized under these rules, qualifying as outstanding sportspersons, as detailed in the previous advertisement notification (No. YSS-Adm/219/2021-08-YS&S, dated 17.01.2022).
4. The sports disciplines covered under these rules include Athletics, Badminton, Basketball, Cricket, Football, Hockey, Swimming, Table Tennis, Volleyball, Tennis, Weightlifting, Wrestling (International Style), Boxing, Cycling, Gymnastics, Judo, Shooting, Archery, Equestrian sports, Handball, Rowing, Roller/Ice Skating, Skiing, Squash, Billiard & Snooker, Chess, Golf, Kabaddi, Karate, Kayaking & Canoeing, Polo, Powerlifting (composite events only), Taekwondo, Yachting, Kho-Kho, Softball, Wushu, Fencing, Sports for physically challenged, Baseball, Netball, Pencak Silat, Triathlon, and Ice Hockey.
5. Candidates must meet the academic/technical qualification requirements specified in the Jammu & Kashmir (Appointment in Outstanding Sportspersons) Rules, 2022, as amended by S.O. 412 of 2023 dated 02.08.2023, and should meet the age requirements per the Jammu & Kashmir Civil Services Regulations.
6. Applications should be submitted, along with self-attested duplicate copies of certificates, to the office of the Secretary, Jammu & Kashmir Sports Council at Sports House, M.A Stadium, Jammu, or Bakshi Stadium, Srinagar, by 25th October, 2023. Required certificates include Domicile/Resident Certificate, Date of Birth Certificate, Academic/Technical Qualification Certificate, Sports Achievements/Certificates, an affidavit on non-judicial stamp paper attesting the authenticity of Sport Certificates duly attested by a Magistrate (1st Class), and the sports background of the applicant at District/State/UT/National & International levels.
7. Applicants should adhere to specific guidelines and ensure complete applications for consideration, including certificates of participation in International events issued by designated office bearers, as well as a detailed sports background.
8. Outstanding sportspersons (up to 25 in number) for the calendar year who were not considered for government service appointments during 2014-2021 will be considered for appointment against the cumulative direct recruitment quota vacancies accrued at 25 per calendar year during the same period for Non-Gazetted posts (Level 4, 25500-81100).
9. The total number of appointments of outstanding sportspersons in the J&K Sports Cadre for outstanding sportspersons in the Youth Services and Sports Department shall not exceed 05 in Gazetted Cadre and 25 in Non-Gazetted Cadre during the calendar year.
10. Previous advertisement notices issued for the quota of calendar years 2014, 2015, 2016, 2017, and 2018 are hereby withdrawn ab initio.
